New Zealand citizens do not require a visa to travel to Australia and subject to meeting health and character requirements are granted Special Category Visa (SCV) on arrival in Australia. While they can live permanently, work and study in Australia on SCV, the visa expires everytime they leave Australia.However SCV does not confer all rights and priveleges of permanent residence, notably they cannot sponsor parents and/or partners for permanent residence, are not eligible for interest-free student loans, not covered for all medical benefits and not eligible to apply for citizenship.
Hence, Australian government has introduced Skilled Independent (New Zealand Stream) Visa for New Zealand citizens wishing to apply for permanent residence and enjoy all the benefits of Australian PR. Skilled Independent (New Zealand Stream) Visa is not points tested and there is no maximum age limit or minimum English language requirements or Skills Assessment required. This also is a permanent resident visa and in addition to meeting all of the requirements mentioned above for Skilled Independent (Points Tested Stream) Visa, you must be nominated by an Australian State or Territory government agency. Selection points do not vary and EOI is automatically selected from the pool once state nomination is approved. Upon selection, Invitation To Apply (ITA) for resident visa is issued.
States have their own occupation list (within the Federal List) and prescribed criteria for nomination. While this is a permanent resident visa you need to live in the nominating state or territory for at least 2 years.
